Both sources say dots are rolling out gradually. Meeting the plan, age and region rules does not mean the feature is visible in your account yet — OpenAI states you may not see dots immediately even if your plan is eligible.

02 / THE EXCLUDED PLACES
The docs limit the Pro tiers — Pro 100, Pro 200 and Pro 500 — to users outside the European Economic Area, the United Kingdom and Switzerland. So the United Kingdom is not in the Pro access range. Business Premium is rolling out worldwide, and Enterprise is rolling out worldwide but arrives off by default until a workspace admin enables it — neither is named as region-excluded, but the rollout is gradual everywhere.
The same Access line excludes the European Economic Area from the Pro tiers (Pro 100, Pro 200, Pro 500). For Business Premium and Enterprise, the docs say worldwide — with Enterprise off by default until an admin enables it — and the rollout is gradual.
Switzerland is the third named exclusion: the Pro tiers (Pro 100, Pro 200, Pro 500) are listed for users outside the EEA, the United Kingdom and Switzerland. Business Premium and Enterprise are described as rolling out worldwide, Enterprise off by default, both gradual.
